Security Enhancements

Added encrypted storage for managed ARM connection credentials. Saved passwords are not returned to the browser.
Strengthened settings and ARM administration access controls using EFT administrator permissions, with enforcement in both the interface and API.
Added safeguards for index operations, including separate deployment credentials and explicit confirmation before changes are executed.
